Emisor
El emisor crea una stablecoin y, según sus términos o la ley, la reembolsa. MiCA define al emisor como una persona o empresa 'who issues crypto-assets' y exige que el emisor de un token de dinero electrónico sea una entidad de crédito o una entidad de dinero electrónico; otros pueden ofrecerlo con el consentimiento por escrito del emisor. Según la GENIUS Act, solo un 'permitted payment stablecoin issuer' puede emitir una stablecoin de pago en EE. UU. Los términos de Tether dicen que las emisiones y los reembolsos los administra Tether y requieren un cliente verificado.
