Vietnam: crypto and stablecoin regulation (as of 2 November 2026)

As of

In Vietnam, Government Resolution 05/2025/NQ-CP (Nghị quyết số 05/2025/NQ-CP) sets up a pilot crypto-asset market. It was issued on 9 September 2025 and has been in force since that day, and the pilot runs for 5 years from its entry into force. Under the Resolution, crypto assets must be issued on underlying real assets that are not securities or fiat currency, may only be offered and issued to foreign investors, and must be traded through crypto-asset service providers licensed by the Ministry of Finance, in Vietnamese dong. The Law on the Digital Technology Industry (Luật Công nghiệp công nghệ số, 71/2025/QH15), in force since 1 January 2026, defines digital assets as assets under the Civil Code. Decree 284/2026/NĐ-CP on administrative penalties for crypto assets has been in force since 1 September 2026. The government texts are image scans; the Vietnamese quotes on this page come from a text recognition (OCR) reading of the signed PDFs and are given with English renderings. Rules whose recognised text contains errors are given in English only.

The sources this page uses contain no rule on stablecoins by name. Resolution 05 excludes fiat currency as an underlying asset for issuance; the quoted text has no rule on trading foreign-issued stablecoins on licensed venues. No Ministry of Finance licence for a crypto-asset service provider, and no official licence register, was found on the Ministry of Finance or government document portals, so the number of licensed providers is not stated. Resolution 05 sets a 6-month period counted from the first provider's licence, after which domestic investors who trade crypto assets not through a licensed provider are sanctioned; because no licence was found, the start of that period is not stated. Two Resolution 05 rules, the minimum charter capital for providers (Art. 8(2)) and the rule on advertising crypto-asset services (Art. 4(4)), are not described because the recognised text of those passages contains errors. All three signed PDFs are image scans and no text-layer copy was found; the Vietnamese quotes come from OCR.
