Indonesia: crypto and stablecoin regulation (as of 1 November 2026)

As of

In Indonesia, the Financial Services Authority (Otoritas Jasa Keuangan, OJK) regulates the trading of digital financial assets, including crypto assets, under Peraturan OJK Nomor 27 Tahun 2024 (POJK 27/2024). It was enacted on 10 December 2024, promulgated on 12 December 2024 and has been in force since 10 January 2025. It was amended by POJK 23/2025, in force since its promulgation on 10 November 2025. The regulation sets an obligation for digital financial asset operators to obtain licence status, and under it the list of tradable assets is set by the exchange. On 5 October 2026 OJK reported that by September 2026 seven regulatory sandbox participants had completed their trial and been declared "Lulus" (passed), with business models that include a Rupiah stablecoin issuer ("penerbit stablecoin Rupiah"). Bank Indonesia (BI) stated on 13 January 2018 that virtual currency, including bitcoin, is not recognised as a legal means of payment and is prohibited for use as payment in Indonesia. Indonesian quotes are given with English renderings.

No stablecoin-specific OJK or Bank Indonesia regulation was found in the sources this page uses, and the POJK 27/2024 text used here does not contain the word "stablecoin". The 2018 Bank Indonesia release speaks of virtual currency and does not name stablecoins; whether the regulations it cites (PBI 18/40/PBI/2016 and PBI 19/12/PBI/2017) are still in force was not checked. Only the OJK FAQ on POJK 23/2025 was read, not its full text, and whether it amended Articles 51 and 94 of POJK 27/2024 was not checked. The sources this page uses do not say whether the Rupiah stablecoin sandbox graduate has registered with OJK or issued a token, and do not identify stablecoins on the CFX or ICEX lists. A stablecoin-specific OJK regulation reported in the press and the OJK IAKD Roadmap 2026-2031 were not found on ojk.go.id.
