Argentina: crypto and stablecoin regulation (as of 1 November 2026)

Status: in force for virtual asset service providers (proveedores de servicios de activos virtuales, PSAVs), which must register with the Comisión Nacional de Valores (CNV); the CNV says it is the regulator of PSAVs under Law 27.739, not of virtual assets, except where a virtual asset is a publicly offered security (CNV). Under CNV General Resolution (Resolución General, RG) 1058, which the CNV says applies in full from 31 December 2025, anyone not registered must refrain from carrying out PSAV activities in the country, and breaches are subject to sanctions under Article 37 of Law 27.739 (Boletín Oficial). On 14 October 2026 the CNV approved RG 1172, a reorganisation of the PSAV regime; its effective date is not confirmed (CNV). No stablecoin-specific rule for Argentina was found in the sources this page uses.

Key rules

What the CNV regulates. The CNV says it is not the regulator of virtual assets but of PSAVs, under Law 27.739, except where virtual assets are publicly offered securities (valores negociables ofrecidos públicamente), which would be governed by the capital markets law, Law 26.831. (CNV)
What a virtual asset is. As restated in CNV RG 994, Law 27.739 defines a virtual asset as a digital representation of value that can be traded and/or transferred digitally and used for payments or investments; legal tender in Argentina and currencies issued by other countries or jurisdictions (fiat money, moneda fiduciaria) are in no case virtual assets. The PSAV register. As restated in CNV RG 994, Article 37 of Law 27.739 provides that the CNV, as enforcement authority, centralises information on PSAVs in a Registro de Proveedores de Servicios de Activos Virtuales. (CNV RG 994)
No activity without registration. RG 1058 Art. 2: any natural or legal person not registered in the Register must refrain from carrying out in the country any of the activities or operations covered by the PSAV definition; breaches are subject to sanctions under Article 37 of Law 27.739. Foreign providers. One of the triggers RG 1058 lists for legal persons constituted outside Argentina is advertising clearly aimed at residents of Argentina; this does not include cases where the client contacts the foreign legal person (reverse solicitation). (Boletín Oficial)
Advertising. RG 1058 Art. 32: PSAV advertising, by any means, may not contain statements, allusions or descriptions that could mislead or confuse the public about the service offered or the virtual assets involved; the CNV may order the advertising changed or suspended. (Boletín Oficial)
Risk disclosure. RG 1058 Art. 36: a PSAV must clearly publish on its website and/or mobile app the nature and risks of virtual-asset operations for clients, including that virtual assets are highly volatile and may be high risk. (Boletín Oficial)

What RG 1172 changes. The CNV release says RG 1172 adds a procedure for changes to PSAV registration categories and for updating the Register after a change of company name, and conditions for cancelling a registration or ceasing one or more categories, together with a revised periodic reporting regime. The full texts of Law 27.739 and of RG 1172 could not be read, because the Boletín Oficial could not be reached; this page therefore gives the law's provisions as restated by the CNV and no effective date for RG 1172.
