Risk tier
In the Stablecoin Scanner's methodology, a risk tier is the scanner's overall heuristic assessment of an address, stated in one of six words: severe, high, medium, low, none or not assessed. Severe covers SDN-listed addresses or a sanctioned root above the gate; high covers frozen or seized addresses or direct hack or drainer exposure; medium covers indirect exposure or an accusation label with two independent sources. 'None' means assessed and nothing found, while 'not assessed' means coverage was incomplete and is never a clearance.
